This sound can be used in a anything like horror games or movies. I made this using 2 things audacity and my voice i messed around with each option and i got this cool sound in the process.
This was my first attempt at recording ambiance. There's some pops from the microphone, but i thought some parts could be still usable. Recording at 44. 1 khz/ 16 bits. No process applied.

I used the sound of a brush scraping as the source, added the sound you get when you twist a russian doll (already convolved with itself), and this was the result. To me it sounds a little bit like wind.
