I was looking around for dialog audio similar to those in rpg games or platformers like "shantae", but was out of luck. Instead, i decided to experiment with an existing file, and use parts of it to make a similarly sounding dialog audio. (this was engineered using 131658__bertrof__game-sound-selection. I made this using two oscillators in native instrument's fm8 synth. There is nothing too fancy, just two sine waves played out the same output, but one has an offset of 440hz, and the second oscillator has an offset of 330hz. I then just played two notes that didn't sound too dissonant, and then ran it through some low-fi processing.

I've recorded this by accident. I left ardour recording on my laptop via zoom h2 and forgot about it. Meanwhile my cellphone must have communicated with the gsm network, and the zoom h2 have captured the signal. Luckily no background noise is present. Enjoy this annoying sample :).
