This is meant to represent "stopped time starting to move again". It's rough around the edges but with better timing and editing it can make wonders. I combined 2 sounds. One sound is always the same till the end and the other sound is separated in three times: one is lower, the other one louder and again lower, but still the same sound. To finish the sound i put a gong sound to show that is finish.

My great-uncle and great-aunt have an old grandfather clock. It doesn't quite work right and only chimes 7 times at 12 o'clock, so i had to record it at 11 and add another chime. Nonetheless, it makes for a great ambient sound, especially in a horror setting. I recorded it with my tablet (samsung galaxy tab a) and edited it with audacity (added in an extra chime, converted it to stereo, etc. ).
