What i hear in this sound is a crashing starship as you regain consciousness surrounded by chaos of the crew and emergency systems. This is not a recording of an actual siren, but generated by a synthesizer at the exact two frequencies that the siren consists of. For a realistic result it is suggested that you mix this with other background sounds and add your own doppler, echo, panning and other effects to suit your needs.
