The first car sound i posted was loud because it was on a tar and chip surface. This one was not. Iphone, external mike, audacity.

Microphone, wearing a wind filter, pulled up through a stainless steel pipe.

Created with pink noise, sweeping phaser and stretching effect. The phaser in cool edit has funny preset called bubbles which gives unique sound to this effect.

I found a very good whippy stick. It sound like someone being whipped.
