To me, it sounded like a good sound effect for when a computer (whether in a game or animation or whatever) screen starts writing down text (in other words, when a message is displayed on a screen and is written down one letter at a time until the complete message is shown). There are two versions here. The first one fades out (to be used a single time), and the second one is loopable (so you can loop it to make it last longer).
